Market data reflects the Boise regional market, which includes Garden City. Regulations, taxes, and permit details below are specific to Garden City.

Market Overview

Idaho’s HB583, signed March 16, 2026 and effective July 1, 2026, is described as the broadest state-level short-term rental preemption in the country. It bars any Idaho city or county from requiring a license, fee, permit, certification, or registration to operate an STR, and prohibits owner-occupancy mandates, caps or proximity limits on rental days or units, extra insurance requirements, structural-upgrade mandates, and mandatory rental-activity reporting. Garden City’s prior STR-specific licensing process under Municipal Code Section 8-600, roughly a $100 base fee plus about $140 per unit, with building-inspector and fire-chief inspection, is no longer enforceable as an STR-specific requirement. Hosts who rent directly (not through a marketplace) must still register with the Idaho State Tax Commission for tax purposes, a tax registration rather than an operational permit. Private subdivision and HOA restrictions still apply independently of city or state law.

Garden City is a small municipality almost entirely surrounded by Boise, population 12,654, sharing the Boise metro’s visitor base: the Boise River, the Boise River Greenbelt (20-plus miles of riverside trail), Boise Whitewater Park, and the Surel Mitchell Live-Work arts district.

StaySTRA tracks Garden City’s ADR, occupancy, and revenue at a shared regional level with Kuna, Middleton, and Star, all Boise-metro communities, so the figures below describe the Boise metro area STR market. In June 2026, the Boise metro area STR market posted a blended ADR of $176.24 and 80.5% occupancy, with average monthly revenue of $3,838/listing, up 4.42 percentage points in occupancy and 2.06% in revenue year over year, while ADR eased slightly (down 0.67%).

Listing-tier ADR, property-type revenue, bedroom mix, listing-type breakdown, and top-property-manager data are not currently published for this market, so this profile omits those breakdowns rather than guessing.

Short-Term Rental Regulations

Short-term rentals are legal in Garden City and cannot be banned. Idaho HB583, signed March 16, 2026 and effective July 1, 2026, classifies STRs as nontransient residential use and requires local governments to treat them the same as long-term residential properties. It bars cities and counties from requiring a license, fee, permit, certification, or registration, and prohibits owner-occupancy requirements, caps or proximity limits on rental days or units, additional parking, extra insurance, structural-upgrade mandates, and mandatory rental-activity reporting. This builds on and supersedes the earlier preemption framework in Idaho Code 67-6539.

Garden City’s prior STR-specific licensing process under Municipal Code Section 8-600, roughly a $100 base fee plus about $140 per unit with building-inspector and fire-chief inspection, is no longer enforceable as an STR-specific requirement; at most a generally-applicable business license could be asserted, and its applicability to STRs is contested. Cities may still enforce life-safety rules that apply equally to all dwellings (smoke alarms, fire extinguisher and CO detector per floor, escape ladders, occupancy limits, emergency-info handout) plus generally applicable noise, parking, and nuisance rules.

Hosts who rent directly (not through a marketplace) must register with the Idaho State Tax Commission for tax collection. On taxes, stays of 30 days or less owe Idaho’s 6% state sales tax plus 2% state Travel & Convention tax, and, because Garden City lies within the Greater Boise Auditorium District, an additional 5% district lodging tax, for a combined rate of about 13%. Enforcement is rated moderate. Private subdivision and HOA restrictions still apply independently: not all Garden City subdivisions permit short-term rentals.

Market Comparison

The Boise metro area STR market’s June 2026 occupancy of 80.5% runs well above the commonly cited US STR median of roughly 55%, while its $176.24 blended ADR sits below the roughly $220 US median, a high-occupancy, value-rate profile.

Top-property-manager data is not currently published for Garden City in this snapshot, so this profile omits a named-operator comparison.
