Simi Valley moved from an effective grey zone to a formal STR regime in 2026. After years of debate, the City Council voted unanimously on May 11, 2026 for initial approval and gave final approval on June 8, 2026 to an ordinance that allows and regulates short-term rentals. Operational rules include off-street parking for all guests, a ban on parties and large gatherings, edge-of-property noise-monitoring devices, a required nuisance-response plan with a 30-minute response time to neighbor complaints, and occupancy limited to two adults per bedroom.

STRs will also become subject to the city’s Transient Occupancy Tax, currently 10%; a November 2026 ballot measure asks voters to raise that to 12%. The city contracted HdL Companies to handle tax collection and enforcement once the ordinance takes effect; violations will carry annual fines of roughly $1,500 to $5,000.
