Short-Term Rental Regulations

Mount Shasta regulates short-term rentals under Municipal Code Chapter 5.50 (Ordinance CCO-23-01, adopted 2023), a restrictive framework designed to protect housing supply and residential character. Owners must apply for and receive a city-approved STR permit before advertising or renting, pass city and fire department inspections, and hold a city business license, roughly $89 a year.

Supply is tightly capped: total STR permits are limited to 3% of the city’s housing units, STRs in residential zones are capped at 19, and no owner may hold more than two permits. Zoning is a major constraint: STRs are allowed by right only in C-1 and C-2 commercial zones, conditionally in R-2 and R-3 with a use permit, and prohibited entirely in R-1 single-family zones and accessory dwelling units.

A 12.0% Transient Occupancy Tax applies and must be collected and remitted directly to the city; there is no agreement with Airbnb to remit on owners’ behalf, so hosts are responsible themselves. The rate rose from 10% to 12% effective July 1, 2024 after voters passed a local ballot measure.

Enforcement is rated strict: illegal or unpermitted STRs face fines up to $500 a day for a first violation and up to $1,000 a day for subsequent violations. There is no owner-occupancy or primary-residence requirement and no annual night cap.
